EAEU to introduce quotas for Chinese graphite electrodes
欧亚政府间理事会(EIC)已指示欧亚经济委员会(EEC)理事会通过一项决议,对自中国进口的石墨电极实施反倾销措施。Kallanish获悉,该决议设定了年度配额额度,在此额度范围内不征收反倾销税。
The Eurasian Intergovernmental Council (EIC) has instructed the board of the Eurasian Economic Commission (EEC) to adopt a decision on the application of anti-dumping measures against graphite electrodes imported from China. This establishes an annual quota volume within which anti-dumping duties are not levied,Kallanish notes.
指定进口配额为:亚美尼亚700吨,白俄罗斯1,000吨,哈萨克斯坦1,000吨。配额内进口货物在确认其预期用途后,可免征反倾销税。
The specified volumes will be 700 tonnes for Armenia, 1,000t for Belarus, and 1,000t for Kazakhstan. Imports within the quota will be exempted from anti-dumping duties upon confirmation of their intended use.
委员会表示,根据相关指示,该问题必须在2025年12月17日前由欧亚经济委员会审议。
According to the instruction, the issue must be considered by the EEC board by 17 December 2025, the Commission says.
欧亚经济委员会此前建议欧亚经济联盟(EAEU)的石墨电极消费者和制造商重建供应链并重新签订供应合同。制造商签订长期供应合同的义务已作为附件纳入本项反倾销税决议。
EEC recommended previously that graphite electrode consumers and manufacturers in the Eurasian Economic Union (EAEU) rebuild the supply chain and re-sign supply contracts. The obligation for manufacturers to sign a long-term supply contract is included as an attachment in this anti-dumping duty resolution.
欧亚政府间理事会是欧亚经济联盟的执行机构,由成员国政府首脑——亚美尼亚、白俄罗斯、哈萨克斯坦、吉尔吉斯斯坦、俄罗斯——组成,负责监督联盟条约的执行。
EIC is a body of EAEU, consisting of the heads of government of the member countries – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia – which oversees the implementation of the Union's treaties.
